The decline reflects slow wage growth despite inflation pressures and a[ high cost of living](https://www.japantimes.co.jp/news/2025/10/09/japan/society/japan-inflation-hit-family-survey/?ref=newsletters.qs.com). An ageing workforce and cautious corporate pay structures have also limited sustained increases. Labour market reforms aim to address stagnation and improve earnings. The dominance reflects heavy reliance on fossil fuels for power generation and widespread energy demand across industries and households. Transport emissions remain high due to road vehicles, aviation, and shipping using [oil based fuels](https://www.researchgate.net/publication/273383056%5FPetroleum%5Fbased%5Ffuels%5Ffor%5Ftransport?ref=newsletters.qs.com).
