Scope 3 disclosure refers to the reporting of indirect greenhouse gas emissions that occur across a company’s entire value chain, including upstream (suppliers) and downstream (customer use/disposal) activities. Unlike the Technology sector, water utilities deal with massive physical assets. Reporting Scope 3 is harder for them because it involves "embedded carbon" in concrete, steel pipes, and the chemicals used for water treatment. OECD’s Guidelines for Multinational Enterprises encourage consistent emissions reporting across sectors.
