California State University this month renewed its OpenAI contract for $39M over three years, the largest university-AI company deal on record, and despite a 4,000-signature faculty petition, active budget cuts across several campuses, and no published evaluation of whether the first contract delivered on its workforce readiness thesis. The renewal exposes a problem now facing the sector: the first generation of enterprise AI contracts is hitting renewal cycles at the same moment that evidence standards for what these deals should produce remain largely undefined. The contrast is visible in the same week the University of Chicago, Microsoft, and NVIDIA announced the inaugural cohort of their AI Research Commons Midwest Fellows Program, a commercialisation-focused model built around faculty-adjacent research and startup formation rather than system-wide access. Two initiatives, opposite ends of the design spectrum, and no sector-wide language yet for how either should be measured. With 94% of higher education workers now using AI tools but fewer than half aware of their institution's governing policies. Renewal and commercialisation decisions are at risk of being made in an evidence vacuum.
