Governments and institutions are ending 2025 by moving beyond AI awareness, into implementation with a spotlight on building capabilities. The pace of AI integration across education systems across sectors has been accelerating, from Luxembourg’s proposed framework for secondary education and the UK’s testing pilots for AI use in standardized testing to a massive system-wide deployment in community colleges in California. These initiatives signal a new phase where experimentation gives way to infrastructure: governance models, data frameworks, and operational systems that may sustain AI at scale in education.
For universities, this shift raises an urgent question: are their systems, people, and governance ready for it? Successful transformation will likely depend less on a single model or solution and more on coordinated institutional capability bound to a combination of leadership alignment, data maturity, and strategic investment in change.
The AI Capability Framework is an open-source guide to help universities assess their AI maturity, identify strengths and gaps, and prioritize the next steps. Because real transformation doesn’t start with new technology it starts with knowing where you currently stand.

🧑🏫 Microsoft will offer Copilot tools free to all public school districts and community colleges across Washington state starting January 2026, including access to Copilot Studio, AI-powered learning experiences for students, and professional development for staff to integrate AI in education.
🤝 Standardisation tests for SATs moderators in England will include AI-generated English writing questions under a new government trial and the pilot uses large language models to draft pupil scripts, which are then reviewed for validity.
🤖 Luxembourg’s government will introduce AI tools in secondary school under a three-tiered strategy but applications will begin only at higher grade levels, supported by a national AI-compass platform that connects schools, students, teachers, and content.

🧑💻 Coursera and OpenAI partnered to embed a Coursera app directly inside ChatGPT and ChatGPT users (excluding the EU) can now access courses, videos, and learning resources through conversations.
🎓 Pakistan’s Federal Directorate of Education partnered with MindHYVE.ai to integrate human-centered AGI into classrooms and support teachers with real-time instructional tools.
🤖 The UAE government has partnered with Google to provide university students nationwide with a complimentary one-year subscription to Google Gemini Pro, starting October 2025.
